"the dark one" from arc the lad 2 or for non-rpgs... liquid snake from the twin snakes cuz he tortured people too. what he did to the cyborg ninja (whom i wont spoil anyone with his name) with metal gear rex. he cut his arm off with rex's *ahem* penile lazer and crushed him against the wall and toyed with solid snakes emotions to kill him, and finally stepped on him and squashed him, then he smeared the blood around with mgr's foot!

I can't think of the best villian ever but Yu Yevon from Final Fantasy X was pretty evil i mean he made a giant whale monster to kill people , used it as armor , made everyone think he was a god, and made them sacrifice 2 people to kill the fish just so it can be reborn and more powerful than before!

My favorite villain would have to be Kergan from the game Arcanum. Yeah, he wants to destroy all existance, but he believes it's for a good cause, and I was really moved by his monologue before the battle.

A note on sephiroth: I've never played FF7, but I think he has to be the most hyped video game character ever made. Any Quabbalist can tell from my name that I don't like him.
