Okay, first of all the administration didn't hang that banner, all they did was make it and bring it with them.

Also, the phrase 'mission accomplished' refers to the hanging of the banner. You want to tell me that mission wasn't accomplished?

They were going to make a sign that said "Sign erected" but many in the administration said that it wouldn't appeal to the senior citizens...
