Monitor problem... big problem... please help...

I'm running a computer from no brand in specific, self-made (by self I mean me, my friends, and a computer repair shop).
I left for a week with my pc turned off, when I turned it back on everything seemed to work fine minus the monitor. The monitor has power (yellow light is on) and when I push the monitor power button (only currently working one) the light turns green for a second, the screen reads "no input cable or disconnect" then flashes off real fast,and the green light turns yellow. When I first bought the monitor the screen would stay with the "no input" message if it was not connected to anything. I tried rebooting countless times and rewiring around my surge protector, no luck. Anyone have any idea how to fix it?
It's an AOC 21 inch monitor.

The only thing i can think of, other than hardware fault, is that the refresh rate is set too hign. But then i guess it would only turn off when windows loads.
Does the PC power up properly, i.e. does it beep correctly, hard drives start up ect?
Try reseating the graphics card and test the RAM.

It's an AOC 19'' CRT 9GLR (http://www.nam.aocdisplay.com/aoc/monitors_9glr.html) monitor. I just found that.
Yes, my tower fans come on and cd rom drives blink, the button with the light bulb adjacent to it is not lit up though, maybe that's normal. But even when my pc is off and disconnected from the monitor, i get the same thing. Don't monitors usually show "no input" for a while when there is no input? Maybe I do need it to be connected to the video card then, I'll try it. This thing has me really confused.

By "try it" I mean reseating the graphics card and ram...

yea the 'no input' messages just comes up regardless of whether the monitor is connected to anything. If you have a spare monitor try it, atlest then you might b able to eliminate the monitor bieng broken.

not much. it could be anything. try a good monitor.

It will happen with any monitor you try.

Disconnect the computer, unplug the video card and plug it back in. Then, if that doesn't work, try a different video card. If that works, the video card is dead. If it doesn't, it could be a motherboard issue.

I had this exact same problem happen about a month. I got the same No Input message and the computer powered up fine. I installed a different video card and used a different monitor and the same shit was happened. After talking to a more knowledgable friend, we came to the conlcusion that the motherboard had to be fried(my hdd and other components worked fine in my roommate's comp). I ordered a cheap new one from New-Egg.com, installed it, and everything worked fine.
