I recently came up with a concept for the girlfriend of one of my oldest characters. This also finally gave me some motive to start drawing chicks instead of only men.

And yes, that is a badly drawn claw-hand. Claw-hands are hot on chicks.

That is the ugliest drawing of a woman I have seen, and that included the wretched "milk and cookies" drawing.

Remember those movies back in the 80's when we all thought women having really thick eyebrows was hot? I look back on those movies and laugh really hard. I forgot which movie it was, but she looked like an ape.

Masculine chicks is fine if that's what you're going for, but the face has no depth and the perspective is kinda wonky too.

blah blah blah mock mock mock This isn't so bad. Drawing women can be difficult and I think you did a pretty good job. The breasts do sag more that you would expect in a cartoony-ish protrayal of a character, and the face is too angry looking (dark circles around the eyes?) but overal, it does show that she's a woman in my oppinion. Maybe a bit more hip. Ease up on the facial features just a bit. Retain the character, but don't make her look so rough. If she's of the athletic sort then the physique you gave her is probably right, but for general reference in the future, girls tend to have narrower shoulders, skinnier arms, wider hips and slimmer waists than this. Accentuate the curves. Do mind that the head is smaller than it should be, though.
Here's a 5 minute edit (hope you don't mind) showing you what I'd do different in structure and placement. See that I didn't change much, which means that as far as I can tell, you did a pretty good job.

Don't stop drawing. I think you're good and you'll become tons better if you work more methodically.

Even if you are going for more of a cartoonish figure I would try to draw from real life figures.

That's true, I model myself for even the most cartoonish of my drawings. You can always tell when I don't when it looks like shit.

Not bad. Helm pretty much nailed what you need to do about it, so just work a little more on it and you will be fine. Trust me, females are tougher to draw than guys. WIth a guy, it is ok if they are over-bulging and beefy, but girls need to be just the right size and have just the right curves, otherwise they look like transsexuals or anorexics, depending on which extreme you lean to.

I'm going to look past that little jab and say that maybe it IS harder to draw members of the opposite sex for the reasons that he listed. However, you COULD try to stop being so abusive to those not as skilled as you and actually give some damn pointers. Wouldn't hurt every once in a while, would it?
