Why 12 hours? That's sort of arbitrary. And besides, a patient can't know for sure they've misscarried.
They should just make Doctors court mandated reporters for miscarriages, and then there could be a follow up manditory criminal investigation.

I say we go back to the good ol' days of keeping women as pets. They were happier back then when the men took care of them. It was a fun experiment to let them out of the house for a while letting them work and all and see what their husbands do all day, telling them the only way they would ever be equal is to be better than the rest of us. But it's slowed everything down for us males getting ahead and they are getting meddlesome in the government machinery with their differing views about how they have rights to their own bodies that we can't interfere with and so we have to put them back in their place so we can go back to owning everything and everyone.
