it's real time, but the fighting is somewhat turn based. and the minimum system reqs are as follow:

Pentium 3 / 800MHz or higher
128mb Ram or higher
graphic card - GeForce MX 400 or higher

what im using
Pentium 3 / 547MHz
320mb Ram
GeForce FX 5500 OC

and it works good for me.

yeah it's in server maintenance hours right now. it should be up in a couple of hours. i think they're fixing a few things with the translation of NPCs and stuff.

yeah its korean. they're still in the translation process. wait 'til you talk to the NPCs.. you some times have to guess the option, because it's written out so crappy. :(
