I know that it isn't an entirely positive review. It just amazes me that the WORLD BANK had ANYTHING positive to say.

I think you're giving far too much credit to the world bank. The WB is a heavily layered bureacracy, with all sorts of departments that release memo's all the time saying all sorts of things.

Another important point-- THEY'RE OFTEN WRONG!!!

Slight tangent-- the Bretton Woods hotel in New Hampshire, where the world bank and IMF were cooked up, is auctioning off use of their entire hotel for one day on ebay, with all proceeds going to Katrina recovery.

They estimate it's one-day value at $50,000+.
