You take a normal photo and trace over it or vector it and colour it in.

I've tried on many occasions and failed miserably. I just stick to editing pictures slightly and putting 'slap me with what?' and things on it :(

It looks great, the only problem is that the eyes dont seem to fit right with the rest of the picture. They are a little to plain to fit in with an otherwise detailed image.

Actually, it's the other way around. If you take the black outline away from the eyes and just darken above the eyes where it's supposed to be darker (with a dark skin tone) it will look much better.
