I was talking with a couple friends over a beer, about smoking in bars. This led to a conversation about smoking in prisons. Should prisoners be allowed to smoke, or no?
I'll start with something -- prison, unlike a restaurant, is a "home" to the inmate.

I think can expect some widescale rioting if you'd try to take away the prisoners' smokes.

they took away cigarettes in some prison in vermont and all hell broke loose. The price rose about 200% and people started trading sexual favors for them.
