Well? It's kinda hard to choose, but I'd say the Tar-Man from return of the living dead takes it. Followed by the tom savini zombie from land of the dead, which is kinda cool since he got zombified in the original dawn of the dead :O

Tar Zombie definitely is one of the all-time greatest ones to ever grace the screen.

As for Bubs, he's awesome but I always loved the zombie at the beginning of that movie when the title comes up:

Another one I really like is the classic one from "Zombie" - the one on the cover of the movie that everybody's seen before and it drives that woman's eye straight into the big splinter of wood. That one is pretty much the zombie I think of when I think about how a zombie looks.

Dr.tongue? yeah, he's my favorite too, he's savini's life-cast that's been choped up, I'm not kissing ass, dr.tongue is one of the most awesomet zombies there is.

The Tar-zombie creeped the shit out me when I first saw ROTLD.

But the best zombie award goes to that "tough guy zombie" from Braindead (or Dead Alive). The one that gets chopped in half at the end and both parts still keep fighting.
