Ghetto frogs

Way back in the late 80's, early 90's, this was this sort of cartoon variety show. I forget what channel or anything it was on. All I remember about it are two details:

One of the segments had people living in sealab-type thing, but they could dive into a pool and become animals or something.

ANother segment had ghetto frogs.

Can anyone help me? God, I wish I'd paid more attention as a kid...

That show was called STREET FROGS. Although Ghetto Frogs has a funny ring to it.

It also aired with this show KARATE CAT who was this fucking retard ninja cat who couldn't even cut through a block of wood.

But the other show was called TIGERSHARKS, all the characters had names that resembled ocean wildlife.

the leaders name was MAKO and his head grew a fin, and there was a chick whos head grew tentacles she was OCTAVIA, there were some other assholes and a fat dude who turned into a walrus.

Yeah that show ruled.
