After doing a little research, it's apparently not a hoax per se, but it's not a genuine prototype, either.

Well, yeah, there's only one "real" copy of Mother in English, which is where the Earthbound Zero rom came from.

Also, the strategy guide is a collectors item, and, if I'm not mistaken, it's got the scratch and sniff cards in the back.
