she sounds alot like me. i'm in the dc area too so if she ever wants to talk to another girl who basically did the same things, give her my email or something. i know it's hard for her, it's not like i can drive or anything but if she needs to talk i'd be more than happy to help. i'm sorry she's having such a rough time. it was like that for me too when i first moved here. :(

Shit, that's awful. I wish I could help. :(
Maybe she can use her other hand? Maybe get the money she needs from another relative?

or she could get the procedure done and pay the hospital back in small increments until she gets it paid off. hospitals are usually extremely leniant when dealing with people who don't have a ton of money. as long as you talk to them ahead of time and work out a payment plan with them, they won't send your bill to collections.
that and there might be some other options for her that she can look into. the hospital itself may have some way of getting her the procedure she needs without her having to drop a dime.

I dunno I can't relate. Don't communicate with people that need sympathy because they need to find there own way with out your help. I'm really not trying to be a jerk it's just that it sound's like you need to find your own life because if you did I am pretty sure you would be too busy to read my stupid advice.

As fucked up as this sounds, she could try social services in her area. Being college bound, injured and unable to work would put her in the area of expedited services. The utmost thing to be concerned about is her injury and that constitutes a medical emergency. The second would be housing/living. There are lots of state agencies that would be able to provide direction for her predicament. The key is with family or the social services in her area. Also the art school she is enrolled might be able to provide her with a caseworker (even though she won't begin until the fall, if she has proof of enrollment, she would have a caseworker on staff).
I tend to qualify myself in the area as I provide mentor (caseworker) services to a group of college bound students who are very close to your friend's experience. They come from all walks of life and from every possible circumstance you could possibly imagine. I wish her luck. And even though you and I are at odds, kudos to you for reaching out for her and being her good buddy. She needs this more than anything. Just don't let her give up hope, James.

i say you block and remove any forms of communicating with her via the internet. emails, screen names, etc.
what would this help?

No problem James. If you want I can look into some services for the DC area. I have family there too. It would take a couple of days but the important thing is for her to not feel as though she's at the end of her rope. There's ALWAYS help available.

She's weighing things out, and looking at her costs for living, medical expenses, insurance, work, etc. And it looks like she's going to end up moving all the way back to California.
I don't know what I hate more: How helpless she feels, or how helpless I feel. Probably the former, but the latter isn't helping.
