When things like this pop up. I think it is time we rethink the whole "more government" thing.
What's next? If this is allowed to stand, what of when you host a sleepover for your kid? Will you need a permit for that too? What the hell happened to "The Land of the Free"?

synder learned that the agency was responding to a neighbor's complaintoh god.
also, nothing's gonna happen. if anything happens they'll just change the law to say that friends/neighbors could be considered related or somethin to make circumstances like this an exception

As I read it, the Governor is already putting into motion a change in the state law that forbids this form of "daycare" - because it's not really daycare, it's "before-the-bus" care. And really, how much care is she providing? She's only watching the kids so they don't get abducted, start a fire, attack each other with sharp objects, run with scissors, etc.
State laws are written years before to prevent unscrupulous individuals or groups from taking advantage of situations. There will be societal and sociological changes in due course which can and do affect the interpretation of these laws. It's one reason why the Founders provided for Amendments to the Constitution.
I'm OK with this.

What if they stood on the corner off her property and she stood on her porch and watched them? Does that count as daycare? :rolleyes

I did but then I also got babysat by people without them getting charged with some kinda violation.
