El Chupachabra

I am interested in making an El Chupachabra costume. For those of you unfamiliar with it, it is said to look like this:

Take long strands of fabric, fill them with cotton and sew them in a cone form, then put a long, sturdy, flexible object in the middle (such as a coat hanger) and sew on the back of the initial costume.
