Barret from FF7 springs immediately to mind, although he essentially ripped off Mr. T and added a gatling gun.

In Final Fantasy Tactics, Olan was black (although a light shade of it).

Vanessa from Tekken 4 and Eddy Gordo from Tekken 3.

Orchid from Killer Instinct (although I'm not sure if The Unseen meant her when he said "Combo"). Then again, Orchid is technically mulato (half-colored).
