Actually it's a term for someone who lets anime pretty much consume their entire life. They cosplay at every chance they get, decorate everything with anime-related stuff, and know japanese just by watching so much anime. When I was at the Anime Convention, it was mentioned that otakus are looked down on in Japan as well, so I guess the rule is you're allowed to like anime, but shouldn't run around like a gay guy in leather screaming "I'm here and I'm queer!!!"
