He's a character in the game. It's the same as taking the donatello silhouette from the character selection screen because you can tell what it is even though it's not the same as the in-game sprite, you nerd.

It looks like a hat. I'd love to say "Mr. Socom or Mr. Soldier of Fortune" but I can't find an image from those games that looks like that. :/
