If there was one thing that I would change, it would be the nature of the emission rights. The way it was proposed, it sounded as if they would be black and white; either you accepted pollution and were paid for it, or you didn't and were not payed. I would change the structure so that the individual could determine how much money he would accept (within a cap), as well as permit individuals to actually pay the business rather than accept funds.

I can't open the file because I'm on my Mom's computer. I'll look at it another time. :/
