Well, the terminology varies all across the Arab world. In American usage, "hookah" refers to the device and "shisha" refers to the tobacco. In Romance languages, relevant because of Morocco and Algeria speaking French, the device is called any variant of "narguile" or "shisha" and the tobacco is just called "tabac". I was confused of this because I looked into buying both in Tangiers.
