Halloween fails so badly in England, in fact pretty much any event which requires the English public to "get into the spirit of things" is immediately doomed to failure.
You always see a few kids attempting to trick-or-treat in dreadful costumes, but about 80% of people don't even bother to answer the door on Halloween (I know I don't).
I guess apathy is just the British way.
