I could be completely off here, but what I'm getting is that you want:
-Be able to save certain parts of a DVD you are playing to be used at a later time in a simple codex format to use in articles?
I would suggest VLC media player
www.videolan.org . Since it supports almost every type possible, you can either take snap-shot's or record clips (that I've never heard of anyone having problems with sound) in several different ways.
You have to fuck around with it a little, but you can do almost anything to whatever your playing on it.
