To my understanding, it's not all that uncommon. The number I thought I heard on the news was something like 10 out of the last 40...? I may have misheard that though.
As far as her qualifications go, I mean I know this is the president who appointed Bernard Kerrick, but she seems pretty good. She has extensive legal experience, and has been recognized by that crowd for her experience.
