Nope, looks like that's how it's supposed to work. It's not a clever anti-piracy measure; it's just shitty design.
The reviews I've read make it sound a lot like what I saw at E3: a game that was made by people who liked Hitman, rather than people who understood Hitman.
Here's an excerpt from PC Gamer's review:
"Playing music causes the police to dance and smoke weed. This is a puzzle solution."
