The relative sizes of the regions are just that - relative. To each individual. The region placement is the key - for some, the "null set" region will be rather small, and for others rather large, but it will always be in relatively the same position in the graph.

As for the meaning, we can debate semantics, but basically, Tad is right; with people that fall in this region, we have no shot.
