That's one of the very few 'naughty Disney animators' rumors that actually are true.
I actually watched that movie with some kids in a kindergarten I used to work in, and leaned over to one of the older boys and said "You know, if this was ten years ago, this scene would have tits in it."
His balls hadn't dropped, so he didn't give it any thought.
