Well, i am Mexican, and i always found this things funny, but they are not Public Service Announcements, in fact they are used in elementary school as a kind of homework. You cut the pictures(problably the reason you found the second one cutted)and make a resume of the information that is on the back of the monograph(that´s the name of those)to your notebook, then you paste the picture with the resume. There are many kinds of monographs, of nature, story, laws, drugs, works, maps.....it's a good way to make homework fun, and they are very cheap like 10 cents each.
