A balloon may rise and fall depending on air pressure and wind - which is what I understand the word "bob" to mean. You should also appreciate that without a reference point in the sky it becomes impossible to identify the size and scale of movement of an object.

Yeah, but it was bobbing up and down constantly, which the wind wouldn't cause it to do. And why a balloon be visible when it was dark out?
