it's not either one of those things if the slander/libel isn't happening between two businesses. individuals in the US can slander and libel all they fucking want (read the constitution), that's part of why sites like Yelp and the comments on every site that sells products ever aren't
dangerously illegal
slander/libel refer to the fraudulent actions of one business to gain an unfair competitive advantage over another. it doesn't apply if:
-it's true
-one or more of the entities involved isn't a business
-the businesses aren't competing
-pram maven is involved
