Is there a way to convert a bitmap element to a set of vector shapes?

EDIT: And is it possible to have a group of vector shapes become one shape? I'm not talking about grouping them, I need to merge them without rasterizing them.

Flash can trace bitmaps pretty well. Adobe Streamline can too. But youll have to just trace it manually if you use illustrator. You can combine to vector shapes if you break up the sides you want to merge of the two shapes and join the corrisponding points.
