A continuing problem is the Army’s refusal to act on SIGAR’s recom-
mendations to suspend or debar individuals who are supporters of the
insurgency, including the Taliban, the Haqqani Network, and al-Qaeda. The
Army suspension and debarment official has taken the position that suspen-
sion or debarment of such individuals and entities would be a violation of
their due process rights if based on classified information or if based on
findings by the Department of Commerce which placed them on the Entities
List. SIGAR has referred 43 such cases to the Army, and all have been
rejected, despite detailed supporting information demonstrating that these
individuals and entities are providing material support to the insurgency in
Afghanistan. In other words, they may be enemies of the United States, but
that is not enough to keep them from getting government contracts.

Rep. Tulsi Gabbard (HI-02) introduced the Stop Arming Terrorists Act today. The legislation would prohibit the U.S. government from using American taxpayer dollars to provide funding, weapons, training, and intelligence support to groups like the Levant Front, Fursan al Ha and other allies of Jabhat Fateh al-Sham, al-Qaeda and ISIS, or to countries who are providing direct or indirect support to those same groups.

Libya

28. The possibility that militant extremist groups would attempt to benefit from the rebellion should not have been the preserve of hindsight. Libyan connections
with transnational militant extremist groups were known before 2011, because many Libyans had participated in the Iraq insurgency and in Afghanistan with al-Qaeda.

33. On 17 March 2011, Muammar Gaddafi announced to the rebels in Benghazi, “Throw away your weapons, exactly like your brothers in Ajdabiya and other places did. They laid down their arms and they are safe. We never pursued them at all.”76 Subsequent

The evidence is that he was well aware of the insecurity of parts of the country and of the unlikelihood that he could control them through sheer violence. Therefore, he would have been very careful in the actual response…the fear of the massacre
of civilians was vastly overstated. Alison Pargeter concurred with Professor Joffé’s judgment on Muammar Gaddafi’s likely course of action in February 2011. She concluded that there was no “real evidence at that
time that Gaddafi was preparing to launch a massacre against his own civilians.”

Syria

BEIRUT — A Syrian rebel group's April pledge of allegiance to al-Qaeda's replacement for Osama bin Laden suggests that the terrorist group's influence is not waning and that it may take a greater role in the Western-backed fight to topple Syrian President Bashar Assad.
The pledge of allegiance by Syrian Jabhat al Nusra Front chief Abou Mohamad al-Joulani to al-Qaeda leader Sheik Ayman al-Zawahri was coupled with an announcement by the al-Qaeda affiliate in Iraq, the Islamic State of Iraq, that it would work with al Nusra as well.
Lebanese Sheik Omar Bakri, a Salafist who says states must be governed by Muslim religious law, says al-Qaeda has assisted al Nusra for some time.

CIA begins weapons delivery to Syrian rebels

The CIA has begun delivering weapons to rebels in Syria, ending months of delay in lethal aid that had been promised by the Obama administration, according to U.S. officials and Syrian figures. The shipments began streaming into the country over the past two weeks, along with separate deliveries by the State Department of vehicles and other gear — a flow of material that marks a major escalation of the U.S. role in Syria’s civil war.
