you can win a potion of invisibility from the 3rd level halfling rogue in the tavern if you beat him at cards but for the dog thing? i don't know you'll have to ask the wizard

Apparently wearing this in a city makes light travel straight through you unrefracted. Don't fire your weapon willy-nilly, though. That temporarily disables the effect.
