"mysql_connect" Problem

The following error was caught in file /usr/local/lib/php/DB/mysql.php line 122:
2: mysql_connect(): Can't connect to MySQL server on '10.0.0.1' (113)DB Error: connect failed

This is the message I've been receiving for over 24 hours, when attempting to visit a certain site. Normally, I wouldn't think much of it (I've seen it on the boards when they fuck up.) if it weren't for the fact that another website that I visit has a similar message that started popping up at around the same time, and still persists.

I just wanted to make sure it wasn't something on my end that was preventing me from accessing the sites.
