2 movie names

I don't know if these two movies were released or not? I saw them in previews in the 90s but I never remember hearing about them later on

First one was this preview I saw in the early 90s or so about this kid who gets this girl in one of those Older brother sister programs and everyone in the town thinks she's hot and all but then the FBI starts looking for her since she's a thief or something.

second was one that was a bit later on about this one baby and how you could hear what he was thinking. It's not baby geniuses and it was way after those look who's talking movies and all.
