It turns out that Capcom USA changed the cover art for every Mega Man up to 8. In Japan, they're all done in a Manga style.

I think you should make your own. just have people send in cart artwork and you could make a database. but then again that would require work :(

Moving on. If you decide to do this, you should devide it up into separate pieces. You know, 10 worst NES boxes. Then SNES, and Genesis, and so on. It would probably be easier to make decisions, plus stretching it out like that would probably be more interesting.

Hell, you could make it top 20, then split them up into 10s.
