It comes down to selection pressure. Those countries have lost so many men in a panoply of 20th century conflicts that the survivors, REMFs and members of the officer corps (with their soft skin and delicate features) essentially had their "pick of the litter," relegating any female lower than a 7 to permanent spinsterhood.
