Okay, I get how holding an election would cost lots of money, but what the hell is the cost of writing a constitution? You get a few guys together in a room who know their shit and are interested in the well-being of the nation, let them talk for a while, and you've got a constitution. Do they need a million dollars worth of beer and popcorn while they're discussing it or what?
