It's not just the total number of diggs that make an article reach the front page, it's also how quickly the article gets diggs, how many page views or comments it gets, etc. A story on digg can hit the front page with only 50 diggs if dugg up quickly. At least that's how I understand the algorithm to work. They change it now and then though.

The copyright argument is bogus. It only applies for an entire protection system, not a part of a system (i.e., a hex string).
