He was arrested for the rape, but he either got a very leniant judge or a deal or something, but I think he only did 15-20 years.

That makes more sense, so now he's out on parole and approaching 16 year old girls? Doesn't that go against some parole standard? I don't know for sure, though, but it makes sense to me. ;/

There is a national listing of sex offenders. If they are in your neighborhood, you can find out simply by going to the police dept. If they are not registered there (no matter what your poverty level is--they NEED to be listed with the police department) then they are in Federal Violation. That is more than enough for them to be arrested.

If there was a loophole and they slipped through it, it is the only way that they can still be in your neighborhood.

I know there is a website of registered sex offenders, thats how I know are living on that street.

Why would they be in violation for living in this neighborhood? They have to live somewhere.

They AREN'T in violation as long as they are registered. But if you get a list of people who are registered offenders that are NOT updated through the police department and are in fact, LIVING in your neighborhood, that is grounds for imprisonment.
