In quake, you could do a lot of that from the console, and the rest from one of the dat files. It's the same for almost every FPS and there's most likely a way to do it in HL because programmers often leave small stuff in easily-editable files so they don't have to compile a million times just to get the 'right' amount of blood or whatever.
But whatever, 'wah wah let's see you do this see i know some names of code even though all i do is find snippets and edit and move them to change stuff'. I'm not a programmer, haven't worked with any programming language for years, but everything in your mod sound sounds like you went rooting through code randomly changing values until you found something 'NEET' and kept it, then threw some shitty graphics over it to make it look like something original.
And EVEN IF anything you mentioned was somehow difficult to pull off in HL2, it's still the most unoriginal tripe i've ever seen
