You can probably upgrade everyone's armor, though. I've got Boone wearing NCR First Recon armor after going back to Bitter Springs and fighting off a Legion raid, and ED-E has upgraded armor after bringing him to the BoS.
Boone doesn't seem to wanna use the sniper rifle I gave him, though
