That doesn't work on 99.9% of console roms because said roms aren't in ANSI. You need to build a character set yourself in a table.

This is a really good guide and it's what I started on, but none of the links at the bottom of it work. Just search for the filenames on google and you'll get them. I use Hex Workshop for everything but text editing because of the previously mentioned character sets. So, for text editing, use Thingy. It's at the bottom of that doc. Yeah.
