The Empire state bulding has a net two stories down from the observation deck. I can tell you have a slight fear of heights since you didn't lean over the railing to spit (as does the "no-fear crowd")to see that. My sister does, however, live in on the 30th floor on carnegie hill, and her windows do open about 3 inches. I sincerly doubt you could get into the building let alone reaching distance of the window.
