I am wondering what possible advice there could be for a person with a failing relationship of "exchanging glances."

And here is a little tid-bit: girls only make the first move if they are pathetically desperate. At least not in the traditional sense. If you are on a speaking baisis they would make "the move" in descrete hints during conversations like mentioning her interest in your thoughts about her, or asking about your relationship with other girls. But you really have no hope at anything if you don't even speak to her.
