I think you've got some of both. The fact that Halliburton is in Iraq on a no bid cost plus contract is corruption, I think. When the Govt. shovels buckets of money to them in haste to spend it down with little or no accounting of what will be done with it, the immidiatte purpose may not be coruption, but the fact that the people in line to suck it up, are in many cases only in that line via corruption...
