Kev, I think even you would admit that there are some slight differences between a speciffic, mostly public terrorist organization and terrorism.

I wouldn't want you to think that I don't understand terrorism is very, very, very, very bad. I'm merely pointing out that a country can (and many other countries have been for decades now) deal effectively with the repercussions of terrorism without hysterical rhetoric, fear mongering, constitutional jiggering, jingosim. A bizarre idea I'm sure, but worth trying.
