How do you think that the legless guy could tackle the armless guy? He's missing half of his body for chris sakes! If you think he could just grab the armless guy's legs and pull hard, you're mistaken. Lacking half of your body also means that you're lacking a huge amount of weight, which is needed to keep your body still.
So basically the legless guy would grab the armless guy's legs, pull with force, which would only cause his body to move towards armless guy. Armless guy would end the match with a joyful head stomp.
