If a country like Mexico tried to prevent corporations from coming in and competing with domestic industry, the corporation can sue the country of Mexico for infringing on its ability to prosper and thrive, as stated in chapter 11 of NAFTA.
It also helps that these corporations often pay off these corrupt leaders in these countries, too. So get this clear, COUNTRIES have very little say over the ramifications of the decisions made by SAPs (or whatever they call themselves now) such as the IMF and the WTO.
