What Sega Genesis game featured outlandish level and character designs, and boasted hilarious enemies such as shin-kicking children, camera-weilding tourists, and women in fur coats accompanied by poodles?

I know. It's just kind of confusing when people talk about Toe Jam and Earl and they could be talking about the first or second game.
