So I used the [spoilers]hammer of dawn[/spoilers] to kill the [spoilers] berserker [/spoilers] outside of the radio station and jacked some of the dead paladins' power armor, but I need some training or something to wear it and all the captains tell me is that scruffy the janitor will teach me at the citadel but I need to talk to ol' gil first at some lab and idk wtf. I just wanna wear the power armor

You have to do the main story line to get into the Citadel. Just focus on it until your in there then dont go back until your ready to finish the game. I dont know how far into you are but...

you can skip the GNR part by just going to Rivet City and talking to Dr Lee in the science lab. From there got to the Jefferson memorial then to vault 112. Then back to Rivet City, back to Jefferson, get attacked, flee in terror, arrive at Citadel, ask the elder for power armor training, talk to power armor trainer guy.
And there you have it.
